I've used the water bottles in most (if not all) of the Hyatt's that I have stayed in and have never been charged. Sometimes I'll run out and ask the housekeeper on the floor for one and have never been asked for my room number or have been questioned...

I always assumed this was because I am a diamond, but maybe not per this thread?
