Can the outbound flight be cancelled for only one of the two passengers but at the same time retaining the return flight?
If this is a cash ticket and there are no 2-4-1 or similar vouchers involved, then it should technically be possible to split the booking. And then the passenger who can't travel on the outbound could ask to change their ticket to a one-way ticket inbound, if the fare rules would allow it. But this might be very expensive, depending on the circumstances about which you've said nothing.
