I believe that it totally depends on if the aircraft is a 738 (no PTVs) or 73H (PTVs). The 738 has a hard wall which makes row 10 somewhat restricted whereas the 73H doesn't have any hard wall making the seats some of the best on the plane (similar to the 73Ws) where row 10 has more pitch than any F seat.
I'm not sure this right. All of the Delta 737-800s I've been on (both 73Hs with PTVs and 738s without PTVs) have had a hard bulkhead between first class and coach.
The 737-700s, however, all went from a bulkhead to a curtain when they were modded for Economy Comfort.
