How to ensure problem-free award voucher use?

I won a trip including lodging (no air) and an award of 1 week Hertz rental car.
Hertz award voucher says I must make reservations by phone, and have voucher info ready.
Person I phone doesn't understand voucher CDP code, but makes reservation and sends confirmation.
Confirmation via email does NOT include fact that voucher is going to be used, just the $800+ cost of car.
I phone another person, who says voucher info SHOULD be on reservation, but isn't. She can't figure it out, I get put on hold, then hung up on.
Third try is online live "chat":"You will need to call an reservation agent to add your cdp id number to this reservation for you."
I call the number and they say (after more holding and discussion behind the scenes, evidently) don't worry about adding anything to reservation, "the manager at that location will know what to do. Just present it at the desk when you rent your car"

Now I'm worried. Worried about the reservation, the voucher, the code, being told I owe some sort of extra money for the rental (all the stuff not included in daily rate). I don't want to deal with problems and hassles.
If I could just waltz up to the desk and use the voucher, why did it state that I must make it by phone with all the voucher info?
Any advice?
