You can take them out of the terminal building (to a cab, shuttle bus, etc).

But I don't think you can take them on the ATS (tram).

For United connecting flights, you will see check in counters on the right immediately after leaving customs. Simply get in the correct queue, recheck our bags (and I believe get your onward boarding passes). Then you can take the ATS to Terminal 1 (UA terminal). You will have to go through security again in Terminal 1.

Sorry if I cannot give you more details about connecting at O'Hare but it is my home airport and I never have to connect there.
