More question about BLS (admittedly one of the most confusing websites regarding procedural information I have ever been through). On the *BLS Online Order Form* there is message saying

"To obtain delivery service directly online with FedEx, Please Click Here"

you do that and it charges $28 but *NO* FedEx Shipping label is generated.

Then the *BLS Online Order Form* to (a) fill in the AirBill #,and (b) asks for enclose a prepaid return envelope with shipping label.

Has anyone sorted this out? What is $28 for? Is BLS using that to ship passport via FedEx and how to reconcile with listed requirement for a return envelop?
