Isn't the countdown clock just generated by some code on the web page that you're looking at?

I can't imagine that it's sophisticated enough to link in to BA's actual OLCI system or give any indication that OLCI won't be opening at the standard time.

Or, to put it another way, I've always regarded it as a gimmick to be (mostly) ignored.
