What options have you looked at and what price point are you looking for? It also depends on whether the recipient has a bank account.

If the recipient has a bank account, then I would expect a monthly bank wire transfer is going to be your best bet.

If not, another option is to set up a bank account with an ATM card that works in the USA. Citibank would certainly work and probably most of the other big Colombian banks too.
