Non-US addresses aren't reported to CRs. The addresses don't even have a country field.
Regardless, almost every bank in the world separates the 'account' address from the mailing address.
Right, but the initial card is always sent to the address given on the application. I ran into this problem when I applied for the Citi AA Visa and I was not at home to activate it and start working on the spending requirement. Citi would only send it to the address I gave them initially.
