If you change your address with Chase, that address will eventually end up on your credit report. Generally, it is best to not appear to be moving and changing addresses that often (doing so signals an unstable financial life). That said, if you're in Australia long-term, it might be something to consider.
I have not been able to send a new card to a different address than the one submitted for a credit check with both Chase and Citi.
