Although I am effectively doing a domestic flight out of CAN, I am only staying in transit in PEK without leaving the airport, so I don't know if I can rely on the TWOV.

Any ideas?
With two stops in China then you are only allowed 24 hours from the the landing of the first flight to the departure of the last one. So, for your plan you need a visa. This ws clearly discussed a couple of pages earlier.
