I think you're really splitting hairs here.
I'd challenge anyone to pick out the the B737's departing to SFO, SEA, or LAX vs. ORD, DFW, or other operations within the perimeter based on take off noise alone. And the B757s departing to DEN and SLC are quieter than the MD80s heading to ATL or DFW.
jbsay is correct - beyond perimeter flights (in general) are no nosier than mainline operations within the perimeter.
There is just no logical defense of the Perimeter Rule. It is totally political with congressmen from small east coast cities with DCA service trying to artificially protect it. Pretty sad for us "little people" who use DCA on a regular basis.
