It's not totally black and white, it would depend on how long the award bookings are being held.
Booking 3 separate trips and then cancelling 2 of them in a couple of days while finalizing plans is not the same as booking 3 trips and holding them for several months before cancelling. Both would qualify as using 1/3 of the bookings.
My personal example- a couple of years ago, we were taking a big group trip to the west coast. One friend was flying in to EWR from overseas but due to some last minute issues, wasn't sure when she would be arriving. Depending on which day it would be, she would need to fly to either LAX, LAS, or SFO to meet us. I simply booked award flights to all 3 for the appropriate days, and then cancelled the two unneeded ones 3 days later once her inbound flight was fixed.
