Many folks I know have always had TSA Pre even before the paid program existed and none of them are US citizens. All of us are CK or EXP on AA.

That indeed sounds like what has also been happening.

Other non-US citizens with US LPR status and GE have also been getting PreCheck LLL outcomes even when flying AA and neither CK nor EXP on AA.
