Does the 96 hour 1K window apply if I'm waitlisted using a GPU?

Also, I have heard there is also a t-25 hour window that I should be aware of, is that t-25 for the first flight (domestic connection I am already upgraded on) or t-25 to the international leg which I am waitlisted
