It makes financial sense at least, as I assume airports require airlines to pay for the use of the desks and also the self-service machines, and the desks have to be staffed anyway.

As for BHD, last time I was there it was just a single desk open and it didn't go down especially well with the dozen or so people in the queue when I joined the empty club queue and the agent called me forward next.
