Travel Partners CDP no longer earns miles/points?!

A few months back, coinciding with my first attempt to earn Iberia Avios via Hertz rentals, I input my IB number and the usual Travel Partners CDP. Credit never arrived so I finally followed up with Hertz. The reply they sent was below. They told me that the "contract had changed" with Travel Partners and that credit would no longer be given if that CDP was used. They first said I could earn Hertz points but the reply actually seems to exclude that as well. Has anyone else had this experience? Is there a goo alternative CDP to Travel Partners (which usually takes 20% off and works with most PC codes/coupons)? If find this rather odd but it could be part of a move where you only get credit at higher rates and/or when your CDP matches your crediting program (Marriott CDP required to earn Marriott points, e.g.).

Thank you for your inquiry regarding frequent traveler credit.

We are unable to credit your Iberia account for your rentals. The discount/benefit received when using CDP 706900, which is a Travel Partners Club discount, disqualifies your rentals from receiving credit. Any rental with this CDP number will not qualify for air/rail/hotel miles or points.

"Rentals that do not qualify for frequent traveler credit include, but are not limited to discount plans, special promotions, awards, vouchers, travel industry rates, wholesale tour packages, insurance/dealer replacement, promotional rates, or any group travel."
