You clear Mexican immigration and obtain your FMT ("tourist card") at TIJ when flying further south into La Republica.

When crossing north by foot at the San Ysidro port of entry: Have your friend or TJ taxi driver drop you off at "La Garita Fiscal". This is a drop off on the east side of road leading to the border; follow the sidewalk north in the same direction as traffic and you'll walk right into the San Yisidro inspection station on the USA side.
