I have a Microsoft friend who will give me one of his old Windows phones (probably some version of a Lumia). Any issues with trying to use a Windows phone?

So just to confirm, I have the right basic idea on all this? Obtain a GSM capable phone and buy SIM cards as I go? Is it possible for me to get one in Amsterdam that would work in Germany or would those have to be separate?
