Unfortunately on the outbound the only seats that meet the criteria is the exit row. SeatGuru suggests that it will get cold and the seats have limited recline. Should I stick with where I am currently or move to the exit row?

Depends. How old is the rest of your family? I don't believe kids are allowed in the Exit Rows. Also, United does not have Premium Economy; it has Economy Plus, which consists of a standard Economy seat with extra legroom.
