I've read it now 3 times and am not clear on what cordelli is trying to say. Sometimes, communicating something in words alone is hard to do.

Open the cable and thread it around your bags handle and then close the cable and GLUE it permanently closed. Now close your bag and use your lock to join the zipper pull and the stainless steel loop.

But if I am right, it will do nothing of course to stop someone from splitting the zipper it will only mean they can't 'reseal' the zipper. So you will know on arrival it has been opened since the zipper will still be split.
