An alternate to renting a car for the drive from the airport to the border would be to take the SD Trolley. www.sdmts.com or call (619) 233-3004. The trolley doesn't serve the airport, but you can take a short taxi ride from the airport to the main Santa Fe train station downtown, and catch the blue line, which terminates at the border.
The trolley is a very easy way to get to the border. The stop is just before the border crossing. You get off, walk thru the crossing, and can then jump in a taxi or take the bus to downtown Tijuana. It will take longer to be cleared to return so allow plenty of time. Even so, in my experience, it's faster to cross the border on foot than it is by car.
