My interpretation is the same as yours. My year also comes up in Feb.
I have to do 3 runs to the USA per year. Luckily being ex-TLV, there are periodically some handy CW fare sales. With WT+ and UuA on the third trip, even 1,500 TPs is very doable for a spend of about $7,000.
When one does the maths in that way, it's under $5/£3 per TP, and seems much less unreasonable that they aligned non-UK people to the higher levels.
