Due to "situations beyond our control" I'm having to route a Russian for a training seminar from NYC to MSQ via BRU if possible. He has a US visa but no working European visas. I can get him to BRU on one ticket and then begin another itin in BRU to MSQ via XXX.

What I need to know is this - is there a way for a Russian without a Belgian visa of any sort to transit BRU arriving on one itin, claiming bags, rechecking and flying onward?

I'm in very unfamiliar territory here and need the heart of FT to shine brightly for me. Any assistance will be great appreciated as a proactive decision needs to be made in the next 7 hours. Thank you in advance!
