Won't the existing passport be cancelled if you get an emergency passport?

Can't you get a passport card while holding a passport book (i.e. not an emergency passport card)?

If you try to use an Irish passport to fly to the US, you'll need to pay for an ESTA to get past check-in, never mind getting to the preclearance area. You'd be ineligible for an ESTA as a US citizen though the system probably won't notice.
