Probably not. This is not really a "trick", it's just that UA subsidizes the cost. Other entities may also subsidize their toll-free access for select customer segments. I doubt eBay does this. If they don't then you'd get the AT&T prompt to enter your payment details.

The AT&T USA Direct local access numbers are available on the AT&T website, no need for a 1K "kit".
