I had this exact same problem with the figure for a buy-up upgrade being quoted being charged initially and then suddenly being upped when the transaction posted on my credit card to an amount I did NOT agree to. I escalated it, and it took a few days, but they resolved it. Do NOT give up on this, they should honor their price quote and fix their ridiculously long laundry list of IT problems.
