I haven't had any such a problem with my Samsung Galaxy S4. Whenever I connect to a WiFi network that requires a sign in, there's usually a notification icon that will appear in the notification area that says "Sign in required." Selecting that notification will open up a browser window which should allow you to sign in to the WiFi network.
