While this is true, a phone with an AGPS chip will take significantly longer to lock on satellites, and may not because of the speed that handset is moving.

In the US most can be on airplane mode gate to gate. Having the GPS radio on or off is carrier dependant. Quite honestly, if it is on, they're never going to know one way or another.
