I don't see why having 2 Sapphire tiers would be any more controversial than 2 Emerald tiers. JL also has 2 sapphire level tiers ( JMC Crystal and JMB Sapphire )

There seems to be no resttiction in being a global club member on JL that I can see other than meeting the flying on JL requirements ( http://www.jal.co.jp/en/jalmile/jgc.html )
