Yes you definitely can, i just made a similar mistake (booking Grand Cayman not realising most hotels are sold out) and cancelled4 hours later, there was no problem, all taxes and fees were refunded same day and miles recredited instantly. If someone tells you you cannot without a fee just hang up and try someone else.
