In my experience you do not need to involve the NEBs at all since they have no authority to force the airlines to pay compensation. They can only fine airlines if they don't pay compensation when it's due - which doesn't help you. You may want to proceed by going to court with this since all you need is a judge's ruling saying you're entitled to compensation.
