It is almost certain that it can be used from any device, and is not going to be restricted to "smart phones".
Mobile passes have been available for a long time, and if memory serves the lowest priced option has always been $1.95. I believe that's for the 15 minute pass. The flight passes for mobile devices are much more expensive.

One was indeed only presented with the mobile device purchase options when connected using a mobile device. (Granted, the method in which the device type is detected can be manipulated if you know what you're doing.) You are warned when buying a mobile pass that it won't work if you try to sign in later on a laptop, and that you'd have to buy a whole new pass. Whether that is actually true or not, I never tried.
