I don't think I've ever been offered it (?)....
I can think of one time that I might have been when the hotel was very booked and I believe they might have said I could take breakfast downstairs.
The lounge there has a great breakfast for me (selection of items and quality-wise), so I don't think there is much else I would personally elect to eat downstairs that isn't available in the lounge. Everyone has their own preferences though, so I'm sure others probably don't have the items they like in the JW HK lounge.
