I don't believe so. It also depends heavily on traffic. I still advise the cercanías train from T4 whenever I can. I don't know any city of comparable size with a 2,50€ airport transit option and there's no possibility of traffic.

I think the 30€ thing is a good compromise as I've generally had fares between 20 and 40 depending on all kinds of stuff. I have no idea if this includes tolls either, but it's perfectly easy to get to the airport without them.

This is, of course, terrible news for the Avenida de América corridor.
