Starting some time in FY 2015, Japanese major banks are going to accept at their ATMs deposit account cards issued by 30 Korean and Thai banks. The cards don't have to be international credit cards. Other countries will be added to the list.
This is reciprocal, so Japanese cards will be accepted in other Asian countries.

Many Japanese bank cards are already accepted at ATMs worldwide ( many are part of the PLUS and or Cirrus networks). It is the opposite way where foreign bank cards are NOT accepted at Japanese bank ATMs (exception is UnionPay)...or 7Bank or ゆうちょ銀行！
