If you flew on a different ticket (i.e. MSQ-SVO was not part of MSQ-USA) and with Y award ticket, then you were only eligible for an extra piece of luggage up to 23 kg, not an overweight luggage (i.e. up to 32 kg). If it was part of the MSQ-USA ticket where SVO-USA was in J they should have used the TATL baggage allowance (i.e. 32 kg per piece).
