Angry AA False Advertisement of First Check Bag Free with AAdvantage

I'm very unhappy about how AA has advertised the first checked bag free as a way to solicit customers to use your credit card and ended up not fulfilling the promise. When I contacted AA customer service, they denied the refund of my first checked baggage fee to my AAdvantage credit card and placed the blame on Citi. When I contacted Citi, Citi said to talk to AA. I'm a AAdvantage FF member and also an AAdvantage platinum card holder. As an AAdvantage platinum card holder, my understanding is that I and my companion's first checked bag should be free when I use the AA platinum card to pay for the checked baggage. My card was opened in Nov, 2013, for my flight from NYC to Miami on Dec 8, 2013 and returning Dec 15, 2013, I was charged $60 each way for first checked bag for a total of $120 when the fee should be waived as a part of my AA platinum card holder's benefit. My NYC to Miami airline ticket were as follow

Reservation record locator: (redacted)
Ticket 1: 001-(redacted)
Ticket 2: 001-(redacted)
Ticket 3: 001-(redacted)

The first checked bag fee was charged to my credit card on each way.

Anybody know which consumer affair protection agency I should make the complaint to?
