This is always very subjective. The term 'safest' is always open to lots of debate.

It depends over what period the ratings are measured and what factors are taken into account.

I'm quite surprised not to see some of the major European carriers in that list (excluding Air France of course). I'm also surprised to see SQ near the top of that list.
