GTAA builds and maintains the infrastructure. In this case, they build and maintain the carousels.

The airlines (AC in this case) have the responsibility to offload bags from airplanes then put said bags onto the appropriate belt / carousel.

I'm not sure about ground staff who guide the aircraft into a gate. That might be airline but it might be GTAA. For sure though, clearing snow around the gate would be a GTAA thing, just as clearing the runways, taxiways and apron would also be a GTAA responsibility.
