I don't if I can claim on CC as I paid for the UA flight with Amex gold and for the Eva flight with Chase Sappire. I don't beleive any offer delayed luggage insurance.
So I am not sure if I get your story right, since you have two tickets, are you saying on the first leg you only check your bags to SFO but not HKG ? And when you arrived in SFO from UA, you only saw 2 out of 7 bags came out before you rechecked it with BR ? If so it is UA's problem.
If you meant all your bags are checked thru to HKG on BR, and only 2 out of 7 bags came out at HKG, then it is BR's problem, and I hope you filed the claimed right there but not asking for opinions here before you file the claim, as it would only further delay your bags.
