Once you get off the plane from LHR, you will have to go through Canadian immigration and claim your luggage.

You will then have to go to the US departures area for your next flight.

You will then do US immigration as YYZ offers pre-clearance for US customs and immigration.

I don't think you could get it all done in one hours.
