Many phone GPS chips are of the agps variety which to an extent require network access to obtain a GPS signal, which is obviously not on a plane.

That being said, I have used the GPS in my phone in the air if I'm next to a window and have been able to get Google maps as well as various speedometer apps to work just fine.
