There is probably a really simple answer to this and I probably haven't looked hard enough (sorry). No airlines would generate the most points not unless you have elite status and or paying a high fare class. And usually there is no fixed miles on segments when you don't have elite status, like if the segment is only 234 miles, you would only earn 234 miles, if you have elite status then it would be 500 miles instead.

Like if one credit CX flights on AA, there are a bunch of cheap econ fares earn no miles at all.
