Unbelievable credit card proceeding in Sixt Norway.

Hello,
Usually I don’t complain about services provided by car rental companies. However, as the misfortune happens not only to others, I have a big problem too, with Sixt in Norway.
Disembarking at the airport Rygge in Norway in late July 2013, I rented a car from Sixt. This was a business trip but I rented this car as a private client, with my personal credit card. Once finished the rent, my credit card was debited, without the Sixt send me an invoice. Then I clamed this invoice and finally I receive it.
During the time of my car hire, one another employee of the company for which I worked, also rent a car from the same operator of Sixt Norway. But this person does not pay his bill.
What made the operator of Sixt Norway? Without prevent me, without my consent, without contact the company for which I and the other person have worked, the operator has charged once again my personal credit card, to pay himself the rent of one third person!
When I received the periodic bank statement, my money was already on the account the Sixt’s operator!
Since December 20, 2013 I sent several emails requesting the refund of my money, but without positive effect. They recognize that it is not me, who has rent the other car, but they don’t want to give me back my money!
This is a sum of over a one thousand USD. Not having the money in the moment I had to renounce to buy any gifts for the Christmas Holidays!
That's how it can be, with Sixt Norway!
What should I do? Is that I must alert the Norwegian police? In some European countries such acts are considered as a simple fraud!
Does anyone can tell me what should I do?
