Maybe, maybe not. When my last Citi AA card was delayed by IRS 4506-T stuff for about a month this past summer, and I asked about expediting the card once the 4506-T stuff was done, they said "we don't overnight cards", rather than just telling me that it would cost me.
I applied for another Citi 50K HH points card on Dec 20th, didn't ask about expediting it, nor did they mention it. But the card arrived UPS Overnight on Dec 24th. So "we don't overnight cards" is clearly wrong. As I've noted a number of times here, Citi CSRs are clueless, and often make stuff up.
But it must be YMMV. Or maybe that was a Christmas Eve special from Santa. Because my wife applied for the same card a few days after I did, and 10 days later still has not gotten her card.
