That's still clearly too much for only using it once or twice, but still a good deal less than the $70 you've stated.
Interesting - I was not told there was a cap. But as other users have already discussed, charging such a high fee (even $24.75) for an essentially expense-less service is highly unfortunate. At most, I think they should simply charge a nominal $5 fee per rental period.
