I don't think BAEC would want to get into tailoring benefits to suit individuals, introducing yet another new tier to the programme, or handing out vouchers for this-and-that based on TP accumulation within tiers. They already do this for high-earners beyond basic Gold qualification levels, but there's a pretty clear benefit to BA in doing this.

A Silver might be focussed on securing incremental benefits between the two top tiers, but no doubt there are Bronze members looking for similar perks as they make their way up to Silver, and pre-Bronzies .....
