Your odds are improved if you already have a card that has a 5k+ credit line with at least a six month history.
If not you may be declined, or receive a 5-7 day message, if you do you can simply call the credit analyst directly for a reconsideration. I would say based on what I have seen approvals for, at least a 700 credit score and a year of credit history is recommended. You can list your scholarship's as income as well.
