Should there be a Silver 'Guest List' level?

Reading on here there does appear to be some high earning Silvers and I was wondering what folks thought of a BA Silver Guest List (SGL) or Silver Plus level being considered?

I don't personally think it is a bad idea and could possibly include the following benefits over and above Silver at T5:

Extra guesting privileges/passes twice a year? (at off peak periods and subject to capacity)

2 free changes per annum to RFS bookings but only on BA flights

A once a year pass to the FLounge (again off peak and subject to capacity restrictions)

Silver Upgrade (for 1 or 2) after x? years as a Silver?

Of course I am sure there will be posts saying this would be a bad idea (or may contradict OW rules?) but lets consider it may encourage/push someone to become a Gold Member who is just short of the Gold Tier Point threshold and therefore might benefit BA cash wise but also be good for high earning UK Silvers.
